The release cable is sticking or broken. To release the fuel door, open the trunk and pull off the fabric liner on the left side of the trunk. Behind this liner is the fuel door release cable; this cable leads to the fuel door and attaches with a twist-lock connector. It is cylindrical with two tabs.

Try exploring the area around those release levers. Pull up the floor mats in that area. You should see two release cables attached to those gas and trunk levers. Are they attached? If they are...you need to check the left side of the inside trunk areas for the other end of the cables. The other end of the gas cable may be under the left fender. Good Luck.
